The closure, carried out by the Lagos State Environmental Protection Agency (LASEPA), followed numerous reports of loud music and disturbances during late-night hours. Owned by businessman Pascal Okechukwu, known as Cubana Chief Priest, the outlet also functions as De Angels Night Club, exacerbating the noise issues.

Despite receiving multiple warnings, LASEPA took action on September 15, 2024, to restore peace in the neighborhood. Lagos State Commissioner for Environment, Tokunbo Wahab, announced the closure on his X (formerly Twitter) account, sharing a resident’s video from 2 a.m. that day highlighting the loud music.

This closure underlines the government’s commitment to enforcing environmental standards and combating noise pollution, which is increasingly concerning in densely populated areas. LASEPA continues to urge businesses to adhere to regulations to avoid similar closures.

The incident raises concerns about land use planning in Lagos, particularly regarding mixing commercial activities like nightclubs in residential areas. It highlights the need for strict zoning enforcement to protect residents’ quality of life.

Lagos State has established clear noise pollution regulations, setting permissible levels at 55 decibels during the day and 45 at night in residential areas. Industrial areas have a limit of 90 decibels, while commercial zones are capped at 70 decibels. Additionally, entertainment venues must operate in soundproof environments and control speaker usage to minimize disruptions to nearby residents.
